Ellen is the Chief Deputy & Litigation Team Leader representing the City in federal and state litigation, environmental law, utility law, eminent domain, land use litigation, and regulatory matters. She represents the City’s Public Utilities Department, the Utility Review Board, Chesapeake Connects, the Public Communications Department, and serves as an attorney liaison to the Southside Network Authority. She previously served as an Adjunct Professor at William & Mary Law School, and as an elbow law clerk at the federal appellate and district court levels. Before she became a local government lawyer, she worked as a litigation associate at both large and mid-sized law firms practicing commercial litigation, insurance and torts litigation, construction litigation, and products liability on behalf of manufacturers, with particular expertise in federal practice.
